Head of Regulatory Affairs

Primary purpose of the role:

This Senior Management role, working within the Airline Training Department, will guide and lead the direction of the Training Services delivery team in response to regulatory change, legal requirements and client demand.

Reporting into the role of Head of Training (Airline Training) the Head of Regulatory Affairs (HoRA) will advise, cross-function stakeholders, on the impact of regulatory change to the business and recommend effective responses to maintain compliance and business continuity.  In addition the HoRA will advise and influence change within the Training management teams to develop a market leading response in terms of products, services and client support.

The role will require direct engagement with Competent Authorities and Agencies to enable support for clients globally; this will include attending regular meetings with Authority representatives and industry leaders in order to understand the direction of travel of regulatory oversight, the effect on clients and to maximize the opportunity to influence change in the regulatory landscape.  With this in mind the role may require approximately 10 - 15% of the working schedule to include global travel.

The role will require the development of a productive working relationship with the Safety & Compliance Management Teams to deliver a clear understanding of risk created by regulatory change and the organisation’s effective response to manage change.


Key competencies will include, but not be limited to:

  • Demonstrable understanding of regulatory structures and legal requirements
  • Working knowledge of regulatory principles and oversight demands
  • Fundamental understanding of National Aviation Authority operating principles
  • Working knowledge of Regulatory oversight for ATOs and Aircrew Licencing
  • Full understanding of Performance Based Regulation and the implications for operators
  • Working knowledge of Safety Risk Management and effective Safety Management Systems
  • Instructor, Examiner and Senior Examiner capability on a type operated by company clients
  • An ability to communicate with clarity and precision through verbal and written reports
  • Working knowledge and demonstrable understanding of Microsoft Office products including Office 365
  • Flexible approach to delivery and priority management
  • A proven ability to lead a small effective team
  • Clearly defined organisational and project management skills

 

PERSON SPECIFICATION

Essential skills and experience:

  • The position requires previous recent experience in a Senior Management position within an ATO or Operator within a Complex Management structure. This role could include a Nominated Person or Post Holder position or a Compliance Monitoring function where a number of stakeholders would require input from the position held.

  • A background in Operations and Training is essential with competence in Instruction, Examination and the ability to become a Senior Examiner or currently hold a SE qualification. Training competence would include a clear understanding of Licensing requirements and Regulatory oversight of Training and Training delivery.  A clear understanding of Competence Based Training and the rules relating to Evidence Based Training would need to be demonstrated.

  • Evidence of engagement with National Aviation Authorities at Inspector level and above with a proven track record in successfully managing Compliance and Audit findings. A full understanding of Risk based assessments and the ability to Manage or lead Change driven by organisational or regulatory demands.

  • A commercial understanding of the industry and how Commercial Operators business models deliver success, coupled with a demonstrable ability to lead change to ensure the organisation is positioned to support operators throughout their individual commercial and operating cycles.

  • A proven ability to create relationships with Operators and Regulators with a view to influencing regulatory change and strategic direction of L3Harris.

  • The ability to prioritise workload and lead a small administration team which supports compliance functions and licensing requirements.

  • A proven capability to influence senior managers, executives and cross function stake holders in delivery of a consistent approach to policy and standards.

  • A passion for training with a clear ability to ensuring the highest standards are maintained throughout the training experience of any Airline Ready Pilot who is trained by L3Harris.

 

Qualification and educational requirements:

Essential:

  • Instructor Qualification on Type appropriate to L3Harris
  • Examiner Qualification on Type appropriate to L3Harris
  • Intermediate MS Office Skills


Desirable:

  • Business Qualification and/or Management Experience
  • FOI / FOTI Experience or qualification


Achievable:

  • Post Holder (Form 4) with a commercial organisation
  • Senior Auditor or Compliance Manager role
  • Senior Examiner Qualification
