Training Publications and Licensing Executive - Southampton

This great opportunity has arisen with an internationally recognized and rapidly expanding, fast-paced airline pilot training and resourcing organization.

We are looking for a highly motivated, organized and confident person to join our Approved Training Organization (ATO) Training Support team at our Southampton (UK) Training Center. The role is newly appointed and expected to be varied and will need to operate across the entire business providing a one-team approach to Instructor training standards and regulatory compliance which will include rigorous control of approved documents to ensure the L3Harris ATO is compliant with national, EU and relevant overseas regulations. You will be someone who enjoys working in a regulated business and has autonomy in a fast paced working environment. You will have a background in a regulatory environment and to transform the complex standards and regulations into a seamless process.

Our team’s responsibility is; to ensure our instructors are standardized and appropriately qualified, training delivery documentation is compliant to regulator and internal standards and all controlled documents are published. maintained and available to all staff and trainees within the ATO. Thorough audits and controls will be carried out by the post holder and be the primary point of contact for our internal and external stakeholders.   As we grow, this becomes our greatest challenge, and as our Training Publications and Licencing Executive you will come to fully understand the life cycle of our instructors and trainees and offer support through all stages of their career lifecycle to ensure standards are being met and evidenced for our regulators.


Core responsibilities will involve, but not be limited to:


  • Establish and monitor all ATO instructor training and regulatory qualifications via L3 software tracking systems, with the specific management of Airline Training Instructor qualifications. (Academy Instructor qualifications are managed at local site level)
  • Maintain system database covering all ATO Instructors, Academy and Airline Training, throughout the instructor lifecycle.
  • Liaise with the CAA in relation to licencing qualifications and applications for all instructors in Airline Training with oversight and tracking of Academy Instructor expiry dates and qualifications applications.
  • Liaise with Airline Training Operations to schedule instructor induction, ongoing standardization requirements, internal or regulatory qualification upgrades, revalidations or renewals. This will include production of the relevant training file, processing and confirming pre-course regulatory requirements are met and securely saved, post course internal administration and regulatory / licencing applications.
  • Assist ATO Training Managers with control, distribution and publication of all ATO controlled documents, including Operation manuals, Training Manuals, CAA, EASA or other NAA reference documentation and conducting ongoing amendments as required and established by the Training Policy and Standards Groups.
  • Support the ATO Training Standards and Training Policy Group and any other ATO strategic meetings with; the maintenance of records, minutes, assignment and tracking of action points distributed to the Senior Management team.
  • Provide support to the Compliance team with the application for ATO controlled document approvals and submissions.
  • To update, issue and distribute the ATO Operations Procedures Manual (OPM), liaising with managers of internal customer teams (Crewing, Customer Business, Rostering and Planning) to ensure local policies and procedure are captured within the OPM.
  • Process and issue Airline Training Notices to Instructors and crew on behalf of the training managers and upload to L3 systems and to monitor acknowledgment of documents requiring acknowledgment.
  • Monitor instructor qualifications and validity of licenses in relation to the live roster, ensuring real time, accurate record keeping.
  • Ensuring up to date records and controls, timely execution of regulatory updates to circa 50 core manuals, operation manuals and procedure manuals across the ATO.
  • Regularly auditing processes which impact the regulatory aspects of the core modules and to ensure collaboration with key stakeholders as part of the implementation of updates and audit outputs.
  • Update and monitor Airline Training instructor training files, with oversight of Academy Instructor training files to ensure a fully competent workforce in line with regulations and assist with gap analysis and forward planning of instructors’ career pathway and qualification across the ATO
  • Support the ATO Senior Management by attending regulator seminars and meetings concerning regulatory updates and implementation requirements.
  • Acquire and maintain a detailed, working knowledge of EASA regulations applicable to the ATO along with an understanding and application of authority application requirements relating to approvals, licencing and document requirements.




Essential skills and experience:

  • Have worked in a regulated industry with strict deadlines and procedures. Previous experience with ATO or similar regulatory environment is an advantage.
  • Ability to undertake audits and ensure appropriate controls are in place for the external regulatory requirements.
  • Ability to work independently with a positive motivation and drive to adapt to change quickly
  • Excellent communication skills including the ability to convey information effectively in written and verbal form
  • Interpersonal skills to enable efficient and influential communication at all levels
  • Fully competent in the use of Microsoft Office, specifically Word Outlook and Excel
  • Proven organizational skills together with the ability to prioritize and use tact and judgement
  • Ability to manage high volume activities under tight time constraints
  • Proven ability to work accurately and pay meticulous attention to detail, even under pressure
  • Willingness and ability to respond flexibly to the needs of the post
  • Proven ability to provide the best quality service to external and internal customers
  • Ability to work flexibly, although UK based may need to occasionally work hours of our global colleagues at peak times (US, Thailand, Europe) but will be given advanced notice.
  • May be required to travel outside of the UK once the role is established.
